By leaving it open-ended the way you did, I think the most common interpretation will be:

"Folks who are underpaid in their current job are underpaid because they don't have the right expertise [coding, management, etc]"

"The right skills" is part of the package you'll need to earn more in your career, but there are many other variables:

- the employment market you're in (recession, etc)
- the geographic labor market you're in (EU vs USA)
- the size and type of company you work for
